BILL IN BRIEF: Early Passage of Appropriation Bill/ Budget
The first part of this Bill proposes to amend the Constitution to reduce the maximum period that a President or Governor may authorise the withdrawal of monies from the Consolidated Revenue Fund where there is no Appropriation Act or budget, from six months to three months.
The second bill, specifies that the President or Governor shall present the Appropriation Bill or proposed Budget to the National Assembly or a State House of Assembly as the case may be, not later than 90 days before the end of a financial year to encourage timely passage of the budget.
