The Senate at its plenary session of Tuesday, 11 December 2018, approved the conditions of service for staff of the National Assembly following the consideration and adoption of the report of its committee on Establishment and Public Service.
Presenting the report, the Chairman of the Committee, Sen. Emmanuel Paulker (PDP: Bayelsa) informed the Senate that the National Assembly Service Commission had developed and presented a reviewed Condition of Service to be approved by the two chambers in a letter addressed to the Senate President, Sen. Bukola Saraki (PDP: Kwara) dated 23rd May 2018, after which the Committee was mandated to carry further legislative action on the proposal and make its recommendation to the Senate.
Sen. Paulker explained that the Committee had deliberated and amended the following Sections provided in the Conditions of Service:
- Chapter 1
- Code 01001 which deals with the Title and Effective Date
- Code 01002 which deals with the Application
- Code 01003 which deals with Definition of Terms
- Chapter 2,
- Section 1: General Provisions (Codes 02104 and 02105) which deals with Personal Records and Notification of Change of Status respectively.
- Section 2: Recruitment (Code 02203) which deals with the Eligibility for Appointment
- Section 6: Transfers and Secondment (Code 02602) which deals with Inter-service Transfer and Secondment
- Section 7: Promotion (Codes 02702 and 02703) which deals with Promotions and Procedures for Promotions
- Section 8: Leaving the Service (Code 02809, 02810 and 02811) which deals with Retirement and Pensions and Gratuity; including the insertion of a New Code 02812 which deals with Additional Retiring Benefits
- Chapter 7
- Section 2: Transport and Facilities in Nigeria (Code 07204) which deals with Free Transport Facilities for Duty and Approved Journey
- Chapter 8:
- Appeals and Petitions (Code 08004 and 08005) which deals with Routing of Appeals and Petitions; and Number of Copies
- Chapter 10
- Section 2: Facilities for Medical Treatment (Code 10203) which deals with Refund of Expenses in Special Cases
- Section 6 : Death (Code 10602) which deals with the Death of a serving pensionable officer
- Chapter 11
- Section 2: Senior Officers (Codes 11207 and 112018) which deals with Rent Subsidy and Allowance on transfer/posting/assumption of duty
- Chapter 12
- Section 1: Leave Rules (Codes 12105– Computation of leave days, 12112– Leave entitlement , 12113- Leave Allowance , 12114– Leave Address and 12127 – Maternity leave for female officers)
- Chapter 13
- Section 2 :Duty Visits Outside Nigeria (Code 13201) which deals with the Refund of Daily Travelling Expenses
- Section 3: Courses of Instruction Outside Nigeria (Code 13301) which deals with Passages
- Chapter 14
- Section 2: Conpeculiar Allowances – Insertion of a New Code 14201which deals with Consolidated Peculiar Allowance
- Section 3: Local Courses of Instruction Allowance (Codes 14302 and 14303) which deals with Local Courses not exceeding 28days and Local Courses exceeding 28 days respectively
- Section 4: Local Travelling/Duty Tour Allowances (Code 14403) which deals with Rates
- Section 5: Overtime Allowances (Code 14504) which deals with Rates of payment of overtime
- Section 6: Transport Allowances- Code 14602 which deals with Rates of Kilometre Allowance
- Section 7: Miscellaneous Allowances– Code 14701(Books and Project Allowance); Code 14702 (Non-Accident Bonuses); Code 14707 (Responsibility Allowances); Code 14708 (Uniform); Code 14709 (Warm Clothing Allowance); Insertion of a new Code 14710 (End of Year Bonus); Code 14711 (Disengagement Allowance); Insertion of a new Code 14712 (Hazard Allowance)
Concluding his submissions, Sen. Paulker has stated that the review of the Conditions of Service for Staff of the National Assembly was in line with provisions of the National Assembly Service Act, 2014 and urged the Senate to approve the recommendations therein.
It would be recalled that the Staff of the National Assembly under the aegis of Parliamentary Staff Association of Nigeria (PASAN) had on Tuesday, 4 December 2018, protested against the Management of National Assembly over unpaid allowances, salaries and other benefits.
