The fourth bi-weekly meeting of the 2026 PLAC Legislative Internship Programme (LIP) provided interns with practical insights into parliamentary procedure and an opportunity to strengthen their understanding of legislative practice ahead of the Model Legislative Assembly (MLA).

Navigating the Parliamentary Floor

The meeting featured a presentation by Dr. Babatunde Bello on the topic, “Navigating the Floor: Parliamentary Procedure, Debate and Decision-Making.”

The session introduced interns to the procedures and practices that guide proceedings on the parliamentary floor, including the conduct of debates, participation in legislative proceedings and the processes through which decisions are made.

The presentation provided participants with a practical understanding of the rules and conventions that shape parliamentary business and the importance of effective participation in legislative proceedings.

Preparing for the Model Legislative Assembly

As part of preparations for the upcoming Model Legislative Assembly (MLA), interns participated in separate rehearsal sessions facilitated by Mrs. Florence Akerele, Clerk of the House of Representatives Committee on Rules and Business, and Mr. Benjamin Ekeyi, Legislative Policy Analyst.

The rehearsal sessions provided interns with practical guidance on parliamentary procedure and helped them prepare for their respective roles during the MLA. Participants had the opportunity to practise parliamentary processes, debate and other aspects of legislative proceedings in preparation for the simulation.

The fourth bi-weekly meeting further strengthened the interns’ practical understanding of parliamentary procedure and legislative decision-making, while equipping them with the knowledge and experience required for effective participation in the Model Legislative Assembly.
