Senate Passes Federal Roads Authority Bill

The Senate at plenary on Thursday, 5 June 2017 passed the Federal Roads Authority Bill. The Bill seeks to repeal the Federal Roads Maintenance Agency (FERMA) Act 2007 and establish the Federal Roads Authority (FRA).

It would be recalled that the Senate suspended passage of the Bill during an earlier deliberation of the report on June 1st due to time consideration and deferred it to another legislative day. The highlights of the Bill include:

  • Establishing the FRA with the intent of performing the mandate stipulated in the provisions of the Bill;
  • Managing the Federal Roads Network with a view of meeting the socio-economic development demands of the country;
  • Promoting sustainable development and operations of the road sector; and
  • Facilitating the development of competitive markets, promoting an enabling environment for private sector financing, maintenance, management and improvement of roads in Nigeria.

The Senate amended Seven out of a total of One Hundred and Eighty-two Clauses contained in the Bill.
