The House of Representatives at its plenary session of Wednesday, November 16th 2016, referred President Muhammadu Buhari’s requests for virement of funds in the Appropriation Act 2016 to fund some critical recurrent and capital items to the Committee on Appropriations and its Sub-committees.
Hon. Femi Gbajabiamila (APC: Lagos) while moving the motion, explained that the request was necessitated by a number of reasons, including shortfalls in the provisions of personnel cost, the inadequate provision for the Amnesty programme, the need to sustain the war against insurgency and the depreciation of the Naira. In addition, he stated that Nigerian Air Force(NAF) needed to cover the foreign exchange differentials in the procurement of its critical equipment and augment the contingency vote, and National Youth Service Corps needed to supplement for inadequate provisions in the 2016 Budget.
It would be recalled that a communication from the President requesting for virements of funds in the Appropriation Act 2016, was read on the floor of the House of Representatives on Tuesday, October 2016.
