The House of Representatives at its plenary session of Thursday, 3rd November 2016 called on the Independent National Electoral Commission (INEC) to immediately conduct legislative elections in sixty-six (66) State Constituencies and carry out proper delineation of electoral constituencies in 19 States across the Federation.
Moving the motion under matters of urgent public importance, Hon. Kingsley Chinda (PDP: Rivers) noted that INEC’s failure to carryoutproper delineation of electoral constituencies in 19 States amounted to a breach of Section 71(a) and (b) and Sections 112, 113, 114(1) and (2) of the Constitution of the Federal Republic of Nigeria (as amended). Hon. Chinda also emphasized that INEC’s actions violated Section 91 of the Constitution, which provides for the composition of a State House of Assemblyand guaranteescitizens adequate representation and participation in their respective State Houses of Assembly.
The House of Representatives also resolved to urge INEC to ensure that the affected 19 States were delineated. The States comprise of Anambra, Akwa-Ibom, Bauchi, Benue, Borno, Delta, Edo, Imo, Jigawa, Kaduna, Katsina, Kogi, Niger, Ogun, Osun, Ondo, Oyo, Rivers and Sokoto.
