This followed its passage of a resolution at its plenary\nsession on Wednesday, 25<sup>th<\/sup> September 2019, agreeing to\nmonitor the effectiveness of aid grants by development agencies in Nigeria.<\/p>\n\n\n\n<p>Presenting the motion titled <strong><em>\u201cThe need to\nmake development aids effective to work for Nigerians\u201d<\/em><\/strong> its sponsor; Sen.\nIbrahim Yahaya Oloriegbe (APC: Kwara) expressed concern over the inability of\nthe National Planning Commission (NPC) to perform its role of ensuring that aid\nfrom donor agencies align with national policies and priorities. He stated that\nthe absence of an adequate legal framework for the management of aid had promoted\ninefficiencies as well as the weak capacity of institutions leading to poor\nproject delivery and outcomes.<\/p>\n\n\n\n<p>Sen. Oloriegbe\u2019s submission also emphasized that\nthe actual benefits to the country from donor aids stood at about 40-45% with\nthe rest being lost to transaction costs, capital flights back to donor\ncountries through implementing contractors and other wastages. He also noted\nthat the several attempts to coordinate donor agencies had been ineffective due\nto the inadequate capacity of the public sector, divergent donor procedures and\nthe absence of an acceptable framework.<\/p>\n\n\n\n<p>Lastly, Sen.
