The House of Representatives at its plenary session of Thursday, 4 June 2026, resolved to investigate the Director-General of the National Institute for Legislative and Democratic Studies (NILDS), Prof. Abubakar Sulaiman, over allegations that he ventured into partisan politics without relinquishing his office.<\/p>\n\n\n\n
The question came before the House of Representatives as a motion of urgent public importance, brought Hon. Salisu Yusuf (APC: Katsina), sponsored alongside twelve of his colleagues. In his lead presentation, Hon. Yusuf informed members that the Director-General had taken part in the All Progressives Congress governorship primary in Kwara State while still serving at NILDS.<\/p>\n\n\n\n
According to his submission, Prof. Sulaiman had purchased nomination forms, gone through the screening process, and contested in the primary, where he reportedly secured 1,722 votes. He explained that his motion was anchored on a formal petition by the Association of Legislative Drafting and Advocacy Practitioners who had written to accuse the Director-General of abuse of office and failing to comply with the laws governing the conduct of public officers.<\/p>\n\n\n\n
Hon. Yusuf noted that the actions of Prof. Sulaiman amounted to a violation of the rules of the Code of Conduct guiding public servants who seek elective office and the presidential directive that fixed 31 March 2026 as the deadline for appointees seeking elective positions to step down. He stated that the Director-General was expected to leave office before joining the race but he had not done so.<\/p>\n\n\n\n
Speaking in support of the motion, lawmakers warned that allowing the matter to pass uninvestigated could erode standards across the bureaucracy and weaken public confidence in institutions meant to operate above partisan interest. They argued that permitting senior officials to contest party primaries while holding on to their posts, would set a troubling precedent for agencies under the National Assembly and across the agencies of government.<\/p>\n\n\n\n
Presiding over the session, the Speaker, Tajudeen Abbas (APC: Kaduna), put the motion to a voice vote after it had been duly seconded and adopted.
