{"id":12052,"date":"2020-03-17T18:23:05","date_gmt":"2020-03-17T17:23:05","guid":{"rendered":"https:\/\/placng.org\/i\/?p=12052"},"modified":"2020-03-17T18:23:05","modified_gmt":"2020-03-17T17:23:05","slug":"house-of-representatives-withdraws-bill-seeking-to-establish-a-cso-regulatory-commission","status":"publish","type":"post","link":"https:\/\/placng.org\/i\/house-of-representatives-withdraws-bill-seeking-to-establish-a-cso-regulatory-commission\/","title":{"rendered":"House of Representatives Withdraws Bill seeking to Establish a CSO Regulatory Commission"},"content":{"rendered":"\n<p>The House of Representatives at its plenary session of Tuesday, 17 March 2020 withdrew indefinitely the Bill seeking to establish a Civil Society Organization (CSO) Regulatory Commission charged with the responsibility of regulating the activities of CSOs operating in Nigeria.<\/p>\n\n\n\n<p>Leading the debate on the Bill, Hon. Abbas Tajudeen (APC: Kaduna)\nmentioned the highlight of the Bill to include:<\/p>\n\n\n\n<ul><li>Developing a database on CSOs in\nNigeria for record purposes and ease of reference;<\/li><li>Promoting accountability and\ntransparency in the activities of CSOs through effective legislative scrutiny;<\/li><li>Fraud prevention and misuse of\ndonor funds for personal transactions; and <\/li><li>Developing and enforcing a Code of\nConduct that guides the operations of CSOs.<\/li><li>&nbsp;<\/li><\/ul>\n\n\n\n<p>Hon. Tajudeen informed lawmakers that the establishment of a Commission\nis pertinent, as this would further address the challenges of co-ordination\namong CSOs as a result of the absence of a regulatory framework.<\/p>\n\n\n\n<p>However, other lawmakers were of the opinion that Bill sought to\ninfringe on the rights of citizens as stated in Section 45 of the 1999\nConstitution as amended and called for further strengthening of agencies\nestablished by law to coordinate the activities of CSOs and Donor Agencies in\nNigeria. <\/p>\n\n\n\n<p>Hon. Uzoma Nkem-Abonta (PDP: Abia) drew the attention of the House of\nRepresentatives to a prior attempt by the 8<sup>th<\/sup> Assembly to pass a\nsimilar Bill which was unsuccessful and described any effort to restrict the\nactivities of CSOs as \u201cundemocratic\u201d. <\/p>\n","protected":false},"excerpt":{"rendered":"<p>The House of Representatives at its plenary session of Tuesday, 17 March 2020 withdrew indefinitely the Bill seeking to establish a Civil Society Organization (CSO) Regulatory Commission charged with the responsibility of regulating the activities of CSOs operating in Nigeria.
