On 13 and 14 August 2026, PLAC, with support from the UK Foreign, Commonwealth and Development Office (FCDO), held a Strategy Retreat for staff of the Senate and House of Representatives Committees on Rules and Business, providing an opportunity to reflect on the management of legislative business and strengthen parliamentary processes.<\/p>\n\n\n\n

Clement Nwankwo, Executive Director, PLAC, in his welcome remarks, highlighted the importance of the Rules and Business Committees to the effective progression of legislative business and the need to consistently follow established legislative procedures.<\/p>\n\n\n\n

Hon. Bello Ambarura, Deputy Chairman of the House Committee on Rules and Business, representing the Chairman, Hon. Francis Ejiroghene Waive, in his opening remarks, emphasised the importance of continuous staff capacity development in maintaining the technical accuracy and legal soundness of Bills and Motions.<\/p>\n\n\n\n

The first day featured sessions on Processing, Vetting and Procedural Management of Motions and Bills, facilitated by Mr Charles Adebayo, Former Clerk of the House Rules and Business Committee, and Legislative Records Management, Reporting and Inter-Office Coordination, facilitated by Mr Christian Odo, Head, ICT Academic Matters, National Institute for Legislative and Democratic Studies (NILDS).<\/p>\n\n\n\n

The second day focused on Identification, Tracking and Management of Duplicate Motions and Bills, facilitated by Mr Timayin Alemika, Principal Consultant, 6030 Technologies, and Interaction on Legacy Bills and Roadmap for Transition to the 11th<\/sup> Assembly and Strategies for Ensuring Passage of Pending Bills in the 10th<\/sup> Assembly, facilitated by Mr Anthony Ikem and Ms Nsikan Essien.<\/strong><\/p>\n\n\n\n

Discussions covered effective scrutiny of legislative business, procedural compliance, legislative records management, tracking of Bills and Motions, the identification of priority Bills and the factors that determine legislative priorities, standardised reporting, version control, digital tools and improved coordination across legislative offices.<\/p>\n\n\n\n

The retreat provided participants with practical knowledge and an opportunity to consider ways of strengthening the systems that support the day-to-day management of legislative business.<\/p>\n\n\n\n

In her closing remarks, Omolara Akinyeye, Deputy Executive Director, PLAC, appreciated participants for their active engagement and encouraged them to apply the knowledge gained to their work, emphasising that every staff member has a role to play in strengthening the legislative process and contributing to its effectiveness.<\/p>\n","protected":false},"excerpt":{"rendered":"
