The\u00a0Nigeria Civil Society Situation Room<\/strong>\u00a0has strongly criticised the continued failure of the National Assembly\u2014particularly the Senate\u2014to conclude passage of the Electoral Act (Amendment) Bill, describing the delay as a serious threat to Nigeria\u2019s democratic preparedness ahead of the 2027 General Elections.<\/p>\n\n\n\n

The Situation Room announced plans to stage a public\nprotest to draw national attention to what it characterised as growing\nlegislative inertia on a reform that is central to the credibility,\ntransparency, and integrity of Nigeria\u2019s electoral process.<\/p>\n\n\n\n

With general elections scheduled for February 2027, the\nSituation Room warned that Nigeria is fast running out of time to finalise the\nlegal framework that will govern the next electoral cycle. It noted that\nprolonged uncertainty surrounding the Electoral Act undermines public\nconfidence and constrains the ability of the Independent National\nElectoral Commission<\/strong> (INEC) to plan, procure, train, and deploy\neffectively.<\/p>\n\n\n\n

The protest follows the National Assembly\u2019s extended\nend-of-year recess in December 2025, during which the Electoral Act (Amendment)\nBill remained unresolved despite having been passed by the House of\nRepresentatives. Although lawmakers have since resumed plenary sittings, the\nSituation Room observed that no concrete progress has been made toward\nconcluding legislative action on the bill, reinforcing concerns about a lack of\nurgency within the Senate.<\/p>\n\n\n\n

According to the Situation Room, the proposed amendments\nseek to address persistent weaknesses exposed in recent elections. These\ninclude clearer legal backing for the electronic transmission of results,\nstronger provisions for internal party democracy, improved regulation of\ncampaign finance, and reforms to the resolution of electoral disputes. Delays\nin enacting these provisions, the group warned, risk compressing INEC\u2019s\noperational timeline and increasing the likelihood of logistical failures and\npost-election litigation.<\/p>\n\n\n\n

The Situation Room stressed that electoral reform is not an\nordinary legislative matter that can be treated casually or postponed without\nconsequence. Rather, it is a time-bound national priority that must be\nconcluded well ahead of elections to ensure stability, predictability, and\npublic trust in the process.<\/p>\n\n\n\n

In its demands, the Situation Room called on the leadership\nof the Senate and the House of Representatives to immediately publish a clear\nand realistic timetable for the passage of the Electoral Act (Amendment) Bill,\nfast-track committee consideration, and engage transparently with INEC and\ncivil society stakeholders. It also urged the National Assembly to demonstrate\nleadership by placing electoral reform at the top of its legislative agenda\nupon resumption.<\/p>\n\n\n\n

\u201cThe protest is not merely about one bill,\u201d the Situation\nRoom emphasised. \u201cIt is about whether Nigeria\u2019s democratic institutions can act\nwith foresight and responsibility, rather than waiting until the eve of\nelections to scramble for reforms.\u201d<\/p>\n\n\n\n
