From 23\u201326 June 2025, the Policy\nand Legal Advocacy Centre (PLAC), with support from the European Union (EU),\nfacilitated a study visit for some members of the House of Representatives\nCommittee on Constitution Review to the Parliament of Kenya \u2013 a country widely\nnoted for its gender inclusion provisions, including the two-thirds gender\nprinciple and mechanisms for reserved seats for women. The visit formed part of\nongoing efforts to strengthen Nigeria\u2019s approach to women\u2019s political\nrepresentation through constitutional and legislative reforms.<\/p>\n\n\n\n
The delegation, led by House\nMajority Leader Hon. Julius Ihonvbere, was formally received by the Speaker of\nthe Kenyan National Assembly, Moses Masika Wetang\u2019ula. The lawmakers also held\nsubstantive discussions with senior members of the Kenyan Parliament, the Kenya\nWomen Parliamentary Association (KEWOPA), and FIDA Kenya, focusing on Kenya\u2019s\nexperience with special seats for women and the two-thirds gender rule.<\/p>\n\n\n\n
The goal was clear: to understand\nhow Kenya has used constitutional and legislative tools to close its gender gap\nin political representation. These lessons are particularly timely for Nigeria,\nwhere conversations around the Special Seats Bill are gaining momentum.<\/p>\n\n\n\n
This visit signals growing\npolitical will to break barriers for women in leadership. It is also a reminder\nthat learning from regional peers can offer both inspiration and practical\npathways for reform.
