While this development has been presented as a routine capital project under the FCTA, it raises legitimate questions about the optics, propriety, and implications for the independence of Nigeria\u2019s electoral body.<\/p>\n\n\n\n<p>The proposed headquarters, to be sited in\nthe Maitama District of Abuja, is reportedly being executed by the Federal\nCapital Development Authority (FCDA) under the supervision of the FCT Minister.\nThough details of the project remain unclear, especially regarding its\nbudgetary allocation and overall cost, estimates suggest it will run into\nbillions of naira. Given the strategic importance of INEC in Nigeria\u2019s\ndemocratic process, this initiative has already generated concerns in civic and\npolitical circles.<\/p>\n\n\n\n<p>At the heart of the concern is the\nquestion: Should the FCTA be the one to build the headquarters of an electoral\numpire meant to be independent and neutral?<\/p>\n\n\n\n<p>INEC is constitutionally recognised as an\nindependent body, with a mandate to oversee free, fair, and credible elections\nin Nigeria. While the FCTA has historically been responsible for building and\nmaintaining key federal institutions within the capital, including the National\nAssembly and the Presidential Villa, INEC\u2019s unique role in democratic\ngovernance sets it apart. It is not just another public institution\u2014it is the\nvery engine room of electoral legitimacy.<\/p>\n\n\n\n<p>Critics argue that allowing a politically\nappointed minister, especially one with a well-known partisan history, to\noversee such a sensitive project could send the wrong signals about institutional\nautonomy. This is especially troubling in a pre-election context, where\nperceptions of bias, whether real or imagined, can have far-reaching\nconsequences for public trust in the electoral process.<\/p>\n\n\n\n<p>The FCT Minister\u2019s recent controversies,\nincluding the construction of residential quarters for judges, have already\nattracted scrutiny, with some accusing the administration of using public\ninfrastructure projects to curry institutional goodwill. A similar perception\ncould trail this INEC headquarters project, particularly in the absence of\ntransparency around funding, procurement, and project oversight.<\/p>\n\n\n\n<p>There is also the issue of budgetary\nclarity. Although the National Assembly has reportedly approved the 2025 FCTA\nbudget, it is yet to be assented to by the President, and no official breakdown\nhas been provided on whether the INEC building is specifically captured in the\nfiscal plan. In a democracy where accountability in public spending is\ncritical, such opacity undermines confidence in the intentions behind the\nproject.<\/p>\n\n\n\n<p>While defenders of the initiative argue\nthat INEC, as part of the executive structure, can legitimately receive\ninfrastructural support from the government, this argument overlooks the\nsymbolic and functional autonomy required of an electoral commission.\nIndependence is not just a matter of legal status; it is also about perceived\ndistance from political influence.<\/p>\n\n\n\n<p>As Nigeria prepares for another pivotal\ngeneral election in 2027, the independence of INEC must not only be\npreserved\u2014it must be seen to be preserved.
