The two chambers of the National Assembly had considered and passed the Supplementary Appropriation bill on varying days \u2013 the House of Representatives on 2<sup>nd<\/sup> November and the Senate on 6<sup>th<\/sup> November. <\/p>\n\n\n\n<p>The new\nSupplementary Appropriation Act is broken down as follows: <\/p>\n\n\n\n<p>Statutory\nTransfers &#8211; N18 billion<\/p>\n\n\n\n<p>Recurrent\n(Non-debt) Expenditure &#8211; N992,802,015,985<\/p>\n\n\n\n<p>Contribution\nto Development Fund for Capital Expenditure &#8211; N1,165,989,270,049<\/p>\n\n\n\n<p>A further\nbreakdown of the proposed expenditure is as follows: <\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>Wage awards\nfor 1.5 million Federal Government employees \u2013 N210 billion <\/li><li>Cash\nTransfer to vulnerable households \u2013 N400 billion <\/li><li>National\nSecurity and Defence \u2013 N604 billion <\/li><li>Maintenance\nof bridges across Nigeria \u2013 N300 billion <\/li><li>Agricultural\ninput and equipment \u2013 N200 billion <\/li><li>Bayelsa,\nImo and Kogi States Governorship Elections \u2013 N18 billion <\/li><li>Take-off\nfor Student Loans \u2013 N5.5 billion <\/li><li>Take-off\ngrants for new Government Ministries \u2013 N8 billion <\/li><\/ol>\n\n\n\n<p>It is not\nclear if the N5.095 billion proposed for the acquisition of a Presidential yacht\nwas approved or re-allocated to a different budgetary item. <\/p>\n\n\n\n<p>It will be\nrecalled that the main &nbsp;Appropriation Act\nof 2023 of N21.83 trillion was passed by the 9<sup>th<\/sup> National Assembly and\nassented to by former President Muhammadu Buhari at the beginning of the year. &nbsp;The proposed expenditure of N2.17 trillion is coming\nas a supplementary budget to the 2023 Appropriation Act. Earlier, in July 2023,\nPresident Bola Tinubu had requested an amendment to the 2022 Supplementary\nAppropriation Act of N819.5 billion assented to by former President Buhari, to\nre-purpose the sum of N500 billion for the provision of palliatives to\ncitizens, to cushion the adverse effects of petrol subsidy removal. <\/p>\n\n\n\n<p>The\nSupplementary Appropriation Act has been widely criticised as it was proposed\nand passed by the National Assembly and assented to by the President when what\nthe President should have been sending to the National Assembly is the Appropriation\nbill for 2024. The Fiscal Responsibility Act (FRA) requires that the President\nsubmits a budget no later than three months before the expiration of the current\nbudget for the year.
