It is expected that the preparation of the 2024 national budget will be predicated on the indices and parametres contained in the approved version of the 2024-2026 MTEF\/FSP. However, \u00a0if the 2024 budget is expected to be prepared and submitted to the National Assembly for possible approval before the end of December 2023, the currently debated 2024 \u2013 2026 Medium Term Expenditures Framework (MTEF) document may no longer form the basis for the preparation of the 2024 annual budget. The implication is that there is\na difference of an average of US$11.57 per barrel between the benchmark price of\nUS$73.96 per barrel for the 2024 fiscal year and the observed average price between\nSeptember 2022 to August 2023. Based on the observed average price, the\nprojected benchmark price is rather small. <\/p>\n\n\n\n<p>There is a huge difference between the projected oil\nproduction volume in the MTEF document and the observed average production\nvolumes in recent months. By implication, the projection of daily oil\nproduction volume seems rather too optimistic. <\/p>\n\n\n\n<p>The exchange rates projected in the 2024 \u2013 2026 MTEF\ndocument are not consistent with any economic projected expectation based on\nthe current trend. There may indeed be expectations that the value of the local\ncurrency will improve in the coming weeks. However, actual improvement in the\nvalue of the currency will not be based on mere expectations.<\/p>\n\n\n\n<p>The projected inflation rates presented in the MTEF\ndocument seem to be too optimistic in comparison to the current inflation trend.\nThe observed inflation rate left the neighbourhood of 21 percent since February\n2023 and has remained above 22 percent since then. It is therefore not clear\nthe basis upon which the inflation rate for the 2024 fiscal year is projected\nto stand at 21.40 percent, whereas the actual inflation rate got up to 26.72\npercent as at September 2023. <\/p>\n\n\n\n<p>There is also the need to revise\nthe macroeconomic forecasts to reflect existing realities, especially the exchange\nrate and crude oil price\/production volumes.
