{"id":3420,"date":"2023-10-19T15:34:53","date_gmt":"2023-10-19T15:34:53","guid":{"rendered":"https:\/\/placng.org\/Legist\/?p=3420"},"modified":"2023-10-19T15:34:57","modified_gmt":"2023-10-19T15:34:57","slug":"presidency-to-take-over-social-investment-schemes","status":"publish","type":"post","link":"https:\/\/placng.org\/Legist\/presidency-to-take-over-social-investment-schemes\/","title":{"rendered":"Presidency to Take Over Social Investment Schemes"},"content":{"rendered":"\n<p>An Executive bill to amend the National Social Investment Programme (NSIP) Agency Act\u00a0 passed Second Reading in the Senate on October 10. <\/p>\n\n\n\n<p>The bill seeks to amend sections 9(3), 14(1), 21(1), 26 (1) and 33 to move\nthe &nbsp;management and implementation of the\nNational Social Investment programmes from the Federal Ministry of Humanitarian\nAffairs and Poverty Alleviation to the Presidency. The social investment\nprogrammes were established in 2016 under the administration of President\nMuhammadu Buhari to address youth unemployment and promote social development\nand the NSIP Agency Act was subsequently enacted in May 2023. The NSIP comprises\nfour programmes, namely: the N-Power programme, the Government Enterprise and\nEmpowerment Programme,&nbsp; the National\nHome-Grown School Feeding programme and the Conditional Cash Transfer\nprogrammes. <\/p>\n\n\n\n<p>Senate Leader, Senator Opeyemi Bamidele in the lead debate on the bill,\nstated that the amendment is as a result of President Bola Tinubu\u2019s commitment\nto ensure that the social investment programmes are standard, transparent,\neffective and have an accountable structure of delivery, with adequate\nco-ordination and synergy among key government agencies. He added that it was\nalso in fulfilment of section 17 (3) of the Constitution of the Federal\nRepublic of Nigeria, which provides that a State shall direct its policy\ntowards ensuring that all citizens have the opportunity of securing adequate\nmeans of livelihood and ensuring that public assistance is provided in\ndeserving cases or conditions, among others. The bill was unanimously adopted\nand referred to the Committee of the Whole for further legislative action. <\/p>\n\n\n\n<p>Only over a week ago, the Minister of Humanitarian Affairs and Poverty\nAlleviation, Betta Edu, suspended the N-Power programme for irregularities associated\nwith the programme. She stated that an investigation would be launched into the\nscheme to address irregularities particularly regarding payment and deployment\nof beneficiaries. She also added that the scheme would be revamped to engage up\nto 5 million youths in five years. When the bill to amend the NSIP Agency Act\nis passed into law,&nbsp; all the four social\ninvestment programmes, including N-Power will be managed by the Presidency and away\nfrom the powers of the Humanitarian Affairs Ministry.
