{"id":3307,"date":"2023-07-21T10:37:41","date_gmt":"2023-07-21T10:37:41","guid":{"rendered":"https:\/\/placng.org\/Legist\/?p=3307"},"modified":"2023-07-21T15:16:33","modified_gmt":"2023-07-21T15:16:33","slug":"nass-amends-2022-supplementary-budget-for-palliatives","status":"publish","type":"post","link":"https:\/\/placng.org\/Legist\/nass-amends-2022-supplementary-budget-for-palliatives\/","title":{"rendered":"NASS Amends 2022 Supplementary Budget for Palliatives"},"content":{"rendered":"\n<p>In a letter read at plenary in the\ntwo houses of the National Assembly on July 12, 2023, President Bola\nTinubu&nbsp; requested the amendment of the\n2022 Supplementary Appropriation Act of&nbsp;\nN819.5 billion, to authorise the issuance of N500 billion to provide palliatives\nto Nigerians to cushion the effect of the petrol subsidy removal. The Federal\nGovernment plans to distribute the fund to 12 million households over a period\nof six months. The amendment seeks to repurpose the sum of N500 billion out of\nthe N819.5 billion 2022 Supplementary Budget which was originally appropriated\nmainly for the purpose of fixing critical infrastructure affected by flooding\nthat ravaged parts of the country in 2022. <\/p>\n\n\n\n<p>It will be recalled that the period for implementation of components of the Supplementary Budget was initially extended from 31 December 2022 to March 31, 2023, and again to June 30 and extended for a third time to December 31, 2023. While some observers\nquestion the propriety of amending a 2022 budget in the middle of the 2023\nfinancial year, others wonder why funds initially proposed to address the\nimpact of the flooding are being repurposed as palliatives to cushion the\nimpact of subsidy removal. As with previous government palliative or so-called\nempowerment programmes, the metrics for identification of beneficiaries, mode\nof distribution, transparency and potential impact of this new \u2018fuel subsidy\nremoval\u2019 palliative scheme are under scrutiny.&nbsp;&nbsp;\n<\/p>\n\n\n\n<p>Also, the Senate considered and&nbsp; approved President Tinubu\u2019s request to secure\na loan of $800 million from the World Bank as additional funding for the\nFederal Government\u2019s National Social Safety Net Programme.&nbsp; The House of Representatives on its part,\nconstituted an ad-hoc Committee on Aid, Loans and Debt Management chaired by\nMajority Leader of the House, Hon.
