Hon. Femi Gbajabiamila, received concurrence on March 2, from the Senate. <\/p>\n\n\n\n<p>The bill sets\nout how power should transit between an outgoing President and an incoming one,\nproviding for the incumbent to set the machinery of transition in place within\ntwo weeks of announcement of Presidential election results. <\/p>\n\n\n\n<p>The President\nis mandated to provide the following for the President-elect: <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Well-furnished and equipped office space;<\/li><li>Accurate information, data and necessary documents to\nenable the President-elect and his or her team acquire knowledge of\ndepartments, agencies, commissions and boards of the Executive arm of\ngovernment. <\/li><li>Payment of allowances for members of the\nPresident-elect\u2019s team at rates determined by the Revenue Mobilisation\nAllocation and Fiscal Commission<\/li><li>Payment of travel expenses and subsistence allowances<\/li><\/ul>\n\n\n\n<p>However, any\nemployee of an agency or department of government that is part of the\nTransition team of the President or President-elect will only be entitled to the\nremuneration from his or her regular employment. <\/p>\n\n\n\n<p>The bill\nprovides for the appointment of an Administrator-General by the President\nsubject to Senate ratification, to head the transition process after each\ngeneral election. The Administrator-General will be the Head of the government\nestates and keep inventory of all assets and properties of the Government,\nwhich are not vested in State Governors and ensure that they are in good\ncondition. He or she is also required to ensure that all budgetary documents,\nfacilities and other necessary documents requested by the President-elect are\nprovided without delay, among other responsibilities. <\/p>\n\n\n\n<p>The bill makes\nbudgetary provision for the transition process.&nbsp;\nTo this end, funds not exceeding N100 million are to be appropriated to\nthe Administrator-General for the fiscal year in which transition is to take\nplace. However, such funds will not be disbursed after appropriation in the\nevent that the incumbent President is re-elected. <\/p>\n\n\n\n<p>Violation of\nany provision of this bill with regard to failure to provide necessary\nfacilities&nbsp; or required documents,\nthereby frustrating the efforts of the transition team is punishable by a fine\nof N10 million or a minimum imprisonment term of six months or both, upon\nconviction. <\/p>\n\n\n\n<p>The references\nmade to the President in this bill apply to the Vice President, while those\nmade to the President-elect apply to the Vice President-elect. <\/p>\n","protected":false},"excerpt":{"rendered":"<p>A bill providing for transition between an outgoing incumbent President and an in-coming President, sponsored by Speaker of the House of Representatives, Rt.
