{"id":2666,"date":"2022-05-10T15:26:55","date_gmt":"2022-05-10T15:26:55","guid":{"rendered":"https:\/\/placng.org\/Legist\/?p=2666"},"modified":"2022-05-10T15:26:58","modified_gmt":"2022-05-10T15:26:58","slug":"house-of-reps-passes-terrorism-money-laundering-and-three-other-executive-bills","status":"publish","type":"post","link":"https:\/\/placng.org\/Legist\/house-of-reps-passes-terrorism-money-laundering-and-three-other-executive-bills\/","title":{"rendered":"House of Reps Passes Terrorism, Money Laundering and Three Other Executive Bills"},"content":{"rendered":"\n<p>At an emergency session of the House of Representatives on Wednesday, 4<sup>th<\/sup> May 2022, it passed five Executive bills as follows: <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Terrorism\n(Prohibition and Prevention) Act (Repeal and Enactment) Bill, 2022<\/li><li>Money\nLaundering (Prohibition) Act (Repeal and Enactment) Bill, 2022 <\/li><li>Witness\nProtection and Management Bill, 2022 <\/li><li>Public\nInterest Disclosure and Protection Bill, 2022 <\/li><li>Proceeds\nof Crimes Bill, 2022&nbsp;<\/li><\/ul>\n\n\n\n<p>It will be recalled that the House since\nit resumed from its Easter break, has been sitting intermittently due to preparations\nfor political party primaries ahead of the 2023 general elections, hence the\nemergency session to attend to these bills. <\/p>\n\n\n\n<p>These five bills, although bordering on\ndistinct subjects are directed towards establishing a framework for preventing,\n&nbsp;identifying and tackling illicit\nfinancial transactions, gains derived from criminal dealings, unlawful\nactivities within the management, and administration of public office or\nauthority and protection of whistle blowers and witnesses who provide relevant\ninformation to law enforcement agencies. <\/p>\n\n\n\n<p>The Senate had passed the Proceeds of\nCrime, Money Laundering and Public Interest Disclosure bills in March 2022, while\nthe Witness Protection and Management bill passed Second Reading earlier in\nJanuary 2022. Also, the Senate on 27<sup>th<\/sup> April 2022 passed a bill to\namend the Terrorism Act 2013 to outlaw payment of ransom to abductors,\nkidnappers and terrorists for the release for any person who has been\nwrongfully confined, imprisoned or kidnapped. The passage of the bill\nprohibiting the payment of ransom for kidnap victims elicited outrage from\nNigerians. &nbsp;This is in the light of the\nfact that worsening insecurity in the country has taken various forms,\nincluding kidnapping, with security agents appearing helpless in such\nsituations and leaving victims and their families to their fate.
