In the last few days,\npockets of protest have sprouted in some northern Nigerian cities, trending\nunder the hashtag #NorthIsBleeding. Security forces are clamping down on some\nof these protests. Only this week, a Kaduna State House of Assembly member was\nkilled, two traditional rulers were kidnapped in Okigwe Local Government Area\nof Imo State and three banks were attacked by armed robbers in Egbe, Kogi State.\nIn the past week, the killings have included a Commissioner in Katsina State\nmurdered in his home and bus passengers travelling from Sokoto to Kaduna burnt\nto death.&nbsp; It is frequent news these days\nthat bandits, terrorists and other criminal groups write letters to communities\nannouncing dates on which they will invade and attack the particular\ncommunities. <\/p>\n\n\n\n<p>Headlines are filled with news of multiple\nkillings by bandits and terrorists. It would appear that the Nigerian security\nforces are overwhelmed and unable to respond to the challenges faced around the\ncountry. It would appear also that President Muhamamdu Buhari\u2019s entire security\nsystem has collapsed and the government has failed to provide security for\ncitizens. <\/p>\n\n\n\n<p>The House of Representatives at its plenary\non Tuesday, 14<sup>th<\/sup> December 2021, resolved to amend the 1999 Nigerian\nConstitution for the restructuring and overhaul of Nigeria\u2019s security\narchitecture with the aim to devolve powers to the States to deliberate and\ndecide on matters relating to security. This resolution followed a motion\npresented by the Deputy Speaker of the House, Hon. Idris Wase on the killing of\ncitizens in Plateau State and across the country. <\/p>\n\n\n\n<p>Individuals and groups across the country\nhave continuously clamoured for restructuring the Federation to give more\npowers to the States, including on the issue of policing. In the light of\nheightening insecurity and the apparent inability of the Police and other state\nsecurity agencies to effectively deal with the situation, some regions\nestablished indigenous security outfits&nbsp;\nand local vigilante groups to complement the work of these agencies. One\nof the major issues that has stood out for consideration in the Constitution\nReview agenda of the 9<sup>th<\/sup> Assembly is State Police. However, the real\nquestion is if the National Assembly can pass the Constitution Alteration bills\nbefore it and successfully conclude the Constitution Review process with about\n18 months to the end of the 9<sup>th<\/sup> Assembly. <\/p>\n\n\n\n<p>Observers believe that President Buhari\u2019s\nunrestrained insistence on appointing mostly members of his ethnic stock and\nreligion is instrumental to the efficiency and effectiveness decline of\nNigeria\u2019s security system. Despite protests from other sections of the country,\nPresident Buhari has continued to prioritise skewed sectional appointments over\nand above competence in his management of Nigeria\u2019s security system.
