PLAC’s Bill Analysis on Special Seats for Women in the Nigerian Legislature

Policy and Legal Advocacy Centre (PLAC) has carried out an in-depth analysis of the Constitution alteration bill seeking to create special seats for women in the National Assembly and State Houses of Assembly. The Bill is sponsored by the Deputy Chief Whip of the House, Hon. Nkeiruka Onyejeocha, the Speaker of the House, Rt. Hon. Femi Gbajabiamila and 85 other members. It seeks to create an additional 111 seats in the National Assembly and a total of 108 seats across all the State Houses of Assembly, for women only. This is a temporary special measure aimed at improving women’s political participation. The bill has been commended by civil society organisations and women’s groups, although some critics have pointed to a likely increase in the cost of funding additional seats. This cost-benefit analysis outlines the overwhelming benefit of the bill, thus diminishing the criticisms against it.
